We normally report here on standards or important drafts in connection with EU harmonized standards. Today we are talking about a technical report from ETSI. Technical Reports are not listed in the OJEU and do not belong to the "category" of harmonized standards.
A Technical Report from ETSI is written because the standards organization expects improvements for the standards user through the publication of further information. This is about improving a procedure.

Electromagnetic compatibility and Radio spectrum Matters (ERM);
Guidance on risk assessment for radio equipment.
This technical report makes suggestions on how a risk assessment for the essential requirements for EMC (RED: Article 3.1b) and radio (RED: Article 3.2) should be carried out. Reference is made to other sources on the subject and a few basic principles are explained directly. It is made clear that a risk assessment for products subject to the RED must always be carried out by the manufacturer, regardless of the conformity assessment module used.
Risk assessments for combined equipment are also described. Annex B contains a proposal for the table/documentation of the risk assessment. The Technical Report is suitable for beginners and professionals alike.
The Technical Report in turn refers to REDCA TGN 30.

Notified Body examination of a manufacturer's risk assessment under Annex III of Directive 2014/53/EU
(The Radio Equipment Directive).
This TGN is the basis on which the Notified Bodies carry out the examination of the risk assessment.
The ETSI publication (scope: radio and EMC only) does not render REDCA TGN 30 obsolete. The guide contains more than the two essential requirements. The Notified Bodies also find the ETSI Technical Report very good because they hope that it will significantly improve the quality of the risk assessments that they have to evaluate.
