Omnibus IV - adapting numerous product regulations to the digital age

Another (small) step towards digitalization

The European Commission has also recognized the growing importance of digitalization. As part of the Omnibus IV package, published on May 21, 2025, the Commission is providing corresponding simplifications to numerous product regulations. For example, the Commission is completely digitizing notifications from companies to authorities and the obligations of economic operators. However, this must not come at the expense of consumer protection and safety.

The following changes are planned:

  • Digital operating instructions:
In principle, manufacturers should be able to produce the operating instructions in digital form. There is an immediate restriction for safety information, which must continue to be provided on the product and/or in paper form.
  • Digital contact option:
For easier and faster communication, a digital contact option for the manufacturer is to be required on the product and in the EU declaration of conformity in future.
  • Digital documents:
Economic operators will be obliged to submit information and documents exclusively in electronic form when communicating with authorities.
  • Digital product passport:
The digital product passport is to be used in future for the disclosure of product information in all product categories. Accordingly, the proposal stipulates that economic operators who are already obliged to keep a digital product passport under individual legal provisions (e.g. under the Battery Regulation (EU) 2023/1542) must also use it as a repository for the other information contained in the EU declaration of conformity and the instructions for use if a product falls under several legal provisions.
  • Revision of the standardization process:
A revision of the Standardization Regulation (EU) 1025/2012 is intended to speed up the standardization process. Additionally, the lack of or inadequate harmonized standards, which pose a challenge for manufacturers, will be addressed by temporarily granting the Commission the power to adopt implementing acts to define common specifications in such cases.

The adjustments are to be made for the following directives:

  • 2000/14/EC
  • 2011/65/EU
  • 2013/53/EU
  • 2014/29/EU
  • 2014/30/EU
  • 2014/31/EU
  • 2014/32/EU
  • 2014/33/EU
  • 2014/34/EU
  • 2014/35/EU
  • 2014/53/EU
  • 2014/68/EU
  • 2014/90/EU

The following regulations are also amended:

  • (EC) No 765/2008
  • (EU) 2016/424
  • (EU) 2016/425
  • (EU) 2016/426,
  • (EU) 2023/1230
