The
ETSI EN 301 489-3 V2.3.2 (2023-01)
EMC standard for radio equipment and services;
Part 3: Specific conditions for Short Range Devices (SRD) operating on frequencies between 9 kHz and 246 GHz;
is one of the most important radio EMC standards in the EU, which is often also used outside the EU. This standard is applied to all short range devices (SRD) for which there is no more specific EN 301 489-XX standard (example: ETSI EN 301 489-17 Bluetooth/WLAN).
This standard was published in the final version by ETSI at the end of January 2023.
The last final version V2.1.1. published by ETSI in March 2019 had failed the checklist of HAS consultants and thus was never published in the Official Journal of the European Union (OJEU). Similarly, the various versions between V2.1.1. to V2.3.2. version 2.1.1 was also the first version to be in compliance with the Radio Equipment Directive 2014/53/EU (RED) (keyword receiver characteristics).
However, it made sense to apply the intermediate versions - especially from V2.2.0 onwards - in order to be able to represent the state of the art to some extent.
With the publication of January 2023 now available, the path to listing in the European Official Journal is clear, albeit with restrictions.
Because of the EU Commission's concerns about the tolerances in ETSI EN 301 489-1 V2.2.3, there will probably only be a listing with restrictions, as we have seen with the last listed EMC standards in the ETSI EN 301489 series. Whether the EU Commission will come up with further restrictions, we will see in the course of this year, when the listing in the Official Journal has taken place.

Conclusion
Listing in the European Official Journal will be with restrictions.
Products that complied with V2.1.1 will need to be re-measured to demonstrate compliance with V2.3.2.
