Current developments for the new year

From the perspective of manufacturing companies, REACH Regulation (EC) No. 1907/2006 consists primarily of the three core elements of the candidate list (information obligation) and Annexes XIV (authorization obligation) and XVII (restrictions). Below you will find the latest developments on these three substance lists, which directly trigger obligations, as well as on the upstream lists, which evaluate the substances for inclusion in REACH.
 

Restriction intentions
List of substances proposed by member states or ECHA for restriction under REACH (Annex XVII).

  • Octocrilene (EC 228-250-8, CAS 6197-30-4)
     

Intention to classify as substance of very high concern
List of substances proposed by Member States or ECHA for classification as "Substances of Very High Concern" and subsequently for inclusion in the Candidate List.

    • tris(4-nonylphenyl, branched) phosphite

Candidate list
List of substances of very high concern for authorization. These substances trigger the information obligation under REACH Article 33 and entry in the SCIP database.

On the list of candidates since January 2025:

  • Octamethyltrisiloxanes (EC 203-497-4, CAS 107-51-7)
  • O,O,O-triphenyl phosphorothioate (EC 209-909-9, CAS 597-82-0)
  • Reaction mass of: triphenylthiophosphate and tertiary butylated phenyl derivatives (EC 421-820-9, CAS 192268-65-8)
  • Perfluamine (EC 206-420-2, CAS 338-83-0)
  • 6-[(C10-C13)-alkyl-(branched, unsaturated)-2,5-dioxopyrrolidin-1-yl] hexanoic acid (EC 701-118-1, CAS 2156592-54-8)

Planned, but not yet recorded:

  • Tris(4-nonylphenyl, branched and linear) phosphite

 

Recommendation rounds for Annex XIV
List of substances on the candidate list evaluated by ECHA for inclusion in Annex XIV.

  • The 12th recommendation round was published on February 08, 2024. The final recommendations have not yet been published.
     

Annex XIV Substances subject to authorization
List of substances that are banned after the so-called "sunset date" without authorization. Authorization can be applied for until the "latest application date".

    • 2-ethylhexyl 10-ethyl-4,4-dioctyl-7-oxo-8-oxa-3,5-dithia-4-stannatetradecanoate (EC 239-622-4, CAS 15571-58-1)
    • Reaction mass of 2-ethylhexyl 10-ethyl-4,4-dioctyl-7-oxo-8-oxa-3,5-dithia-4-stannatetradecanoate and 2-ethylhexyl 10-ethyl-4-[[2-[(2-ethylhexyl)oxy]-2-oxoethyl]thio]-4-octyl-7-oxo-8-oxa-3,5-dithia-4-stannatetradecanoate (reaction mass of DOTE and MOTE) (EC 915-270-3, CAS -)
