The Commission announced in a press release on Dec. 15, 2022, that a political agreement has been reached between the European Parliament and the Council of the European Union on a new Machinery Regulation. The new Machinery Regulation (MVO) is intended to replace the existing Machinery Directive 2006/42/EC. Adapting the regulations to contemporary technologies for machinery products is long overdue in order to adequately address the associated risks and challenges and enable safe operation.
The regulation covers machinery products and industrial machinery used by consumers, ranging from heavy construction equipment to complete industrial production lines, as well as highly digitized products such as robots or 3D printers. The comprehensive adjustments are intended to boost people's confidence in the next generation of machinery, promote innovation and strengthen the competitiveness of the machinery sector, both in the internal market and globally.
The new Machinery Regulation has multiple objectives:
- Ensuring the safety of machinery and increasing user confidence in new technologies.
- Reduce administrative burdens and costs for manufacturers
- Promote legal certainty
- More effective market surveillance
The next step is now for the European Parliament and Council to formally adopt the new Machinery Regulation. Official adoption, translation and publication is scheduled for Q1/Q2 2023. Then the regulation will enter into force on the twentieth day after its publication in the Official Journal of the European Union and apply 42 months after its entry into force.
