The European Chemicals Agency (ECHA) is responsible for carrying out technical, scientific and administrative tasks in connection with the implementation of chemicals legislation in the EU. This includes the coordination of substance and process evaluations for the following legal acts:
- REACH Regulation (EC) No. 1907/2006
- CLP Regulation (EC) No. 1272/2008
- POP Regulation (EU) No. 2019/1021
- Biocidal Products Regulation (EU) No. 528/2012
and others
In order to work on the tasks in a targeted manner, there are a number of committees under the Executive Board. One of these committees is the Member State Committee (MSC). This committee is involved in various REACH processes and clarifies differences of opinion between the member states. It meets to discuss proposals for the identification of substances of very high concern (SVHC), which may be included in the candidate list. It also comments on the ECHA's draft recommendations for the inclusion of a substance in REACH Annex XIV (mandatory authorization) and on the substance evaluation process.
The 87th meeting of the MSC took place at the beginning of October with the following results:
Classification as SVHC
- Triphenyl phosphate (CAS-RN: 115-86-6)
- Reason for classification:
- Endocrine disruptor in the environment (endocrine disruptor)
- Known uses:
- Organophosphorus flame retardant
- Plasticizer
- Adhesives and sealants, coatings
- Planned inclusion in the candidate list:
- as of 04.11.2024
- Obligations from the date of inclusion:
- Information obligation according to REACH Article 33
- Entry in the SCIP database
- Reason for classification:
- Consideration of the wide distribution and already ongoing alternative regulatory proposals in order to minimize applications for authorization
- Proposal to extend the current 12th round of recommendations until the end of 2025 in order to be able to apply the new criteria.
- Development of a revised prioritization process for the recommendation rounds by the next MSC meeting in December 2024

- Consideration of the wide dissemination and already ongoing alternative regulatory proposals to minimize applications for authorization
- Proposal to extend the current 12th round of recommendations until the end of 2025 in order to be able to apply the new criteria
