EU: POP inclusion of methoxychlor

In Annex I as "Prohibited substances"

Regulation (EU) No. 2019/1021 serves to ban or restrict the production and use of persistent organic pollutants (POPs). It is the European implementation of the Stockholm Convention.

The specific substances are regulated in the annexes of the POP Regulation:

  • Annex I: Prohibited substances
  • Annex II: Restricted substances
  • Annex III: Regulated substances with regard to release
  • Annex IV: Regulated substances with regard to waste management

Delegated Regulation (EU) 2024/2570 was published on September 27, 2024. This adds the substance methoxychlor to Annex I. It has therefore been banned since October 17, 2024.

At the meeting from 1 to 12 May 2023, the parties of the Stockholm Convention decided to include methoxychlor in Annex A of the Convention. Accordingly, this has now been adopted for Europe in the form of the POPs Regulation Annex I.

This regulation is binding and directly applicable in all EU member states.

In addition to methoxychlor, the following substances were also included in the agreement at the above-mentioned meeting of the Stockholm Convention, subject to certain exceptions. European regulation of these substances is pending. Both are substances on the candidate list as defined by REACH Regulation (EC) 1907/2006. UV-328 is already included in REACH Annex XIV of substances subject to authorization.
