China: CCC product certification catalog updated

Applies to power supplies, power banks, lithium-ion batteries and battery packs since August 2023

Currently, it is a major effort to keep track of all the newly published product conformity regulations. This is not only true for the European Union market, but also for other regions. Especially the output of new regulations in China is remarkable.
 

In March this year, Announcement No. 10, 2023 added more products to the mandatory product certification catalog. 

From now on, the following types of products fall within the scope of mandatory CCC certification:

  • Power supplies, chargers, current transformers, etc. for telecommunications terminal equipment
  • Power banks, portable energy storage power supply, mobile power supply for camping, etc.
  • Lithium-ion batteries and battery packs for portable electronic products, such as portable office products, mobile communication products and portable audio / video products

Each of the three product types mentioned needs to be assessed for conformity by defined standards from now on. These are:

  • The above power supply devices will be assigned to GB 4943.1, GB/T 9254.1 and GB 17625.1 standards
  • The mobile energy storage devices are assigned to standards GB 4943.1 and GB 31241
  • The lithium-ion cells and battery packs are assigned to GB 31241

A consolidated version of the CCC product catalog was presented on August 10, 2023. 


The revised appendix "Description and Definition Table of the Mandatory Product Certification Catalog includes 96 product entries, from cable assemblies to gas water heaters.

General note on the CCC process in China: certain products are (1) CCC certification mandatory and some products are allowed to run through a (2) CCC self-declaration. Under the (2) CCC self-declaration, there are two procedures, A and B.

Note on Chinese standards: GB standards must always be applied, regardless of certification obligations according to the CCC product catalog. GB/T standards are recommended for use. The "T" stands for "tuijian", which translates as "recommended". However, sometimes a law makes a recommended GB/T standard mandatory, as exemplified above with GB/T 9254.1 for power supplies.
