China: Amendment of the China RoHS Standards

For improved implementation of the standards

Order No. 32 - Administrative Measures to Restrict the Use of Hazardous Substances in Electrical and Electronic Equipment ("China RoHS") is specified in the following standards, among others:

  • SJ/T 11364:2014 Labeling of Hazardous Substances in Electrical and Electronic Products
  • GB/T 26572:2011 Requirements for concentration limits for certain hazardous substances in electrical and electronic equipment
     

The China Electronics Technology Standardization Institute has now published the GB/T 39560 series to replace GB/T 26572 to define test methods and conformity assessment for the relevant substances. The series published in October 2023 corresponds to the European IEC 62321 series.

IEC 62321-8:2017 for the determination of phthalates also finds an equivalent in GB/T 39560.8:2021. This brings the extension of the China RoHS by the four phthalates of the European RoHS announced by the Ministry of Industry and Information Technology (MIIT) in 2022 closer.

In June 2023, the MIIT's Ministry of Science and Technology announced 14 new mandatory national standards. These include the China RoHS.

The background to this is improved implementation of the standards. GB/T standards are published as "recommended“ but are to be understood as "mandatory" depending on the area of application. To create clarity here, a draft standard has been created that combines both standards and stipulates that all electrical and electronic devices must meet the requirements of SJ/T 11364 for labeling, while GB/T 26572 is voluntary, except for products that are on the management catalog, which must comply with both standards.
